Consip (the central purchasing department of the Italian public administration) has awarded the framework agreement for the supply of natural gas buses for central/local governments and public transport companies. The winners were Scania (Italscania), Industria Italiana Autobus (IAA), Iveco and Otokar. The agreement will have a duration of 18 months (possibly extendable by an additional 6), while the contracts signed by the administrations will have a duration of 10 years. The contract is scheduled to be activated in July.
The initiative will make available more than 1,000 vehicles (including more than 800 buses powered by CNG and about 200 powered by LNG) offering public administrations a tool to quickly purchase, through a “ready to use” contract, buses of different types and sizes with the resources provided for by the Complementary National Plan (PNC) fund, under the National Recovery and Resilience Plan (PNRR). The tender is divided into eight lots and has a total value of 441 million euros.
The advantages of using the framework agreement include the opportunity to have multiple suppliers, significant breadth of range, high customization of supply based on one’s needs.
There are two purchase options available for administrations:
In the case of the purchase of buses without specific customizations, the administrations will be able to place a direct order, using a “comparator” made available by Consip to choose the supplier, which identifies the best technical-economic offer, in relation to price and performance (e.g. autonomy, safety systems, passenger comfort).
In the case of the purchase of buses with specific customizations, the administrations will be able to relaunch the competitive comparison between the contractors of the framework agreement with a specific contract, selecting the supplier with the criterion of the most economically advantageous offer.
